    The writing is on the wall for private World of Warcraft server network Turtle WoW. The District Court of California has ruled in favor of Activision Blizzard on the copyright infringement lawsuit filed in August against the group of fan-operated private servers. The ruling includes an immediate cease and desist order for Turtle WoW, which provides a range of alternative versions of the MMORPG on privately hosted servers. While Blizzard and Turtle WoW have reached a settlement in the wake of this decision, it’s likely this will spell the end for the third-party group.

    The World of Warcraft developer first filed its copyright infringement lawsuit against the owners of Turtle WoW in August 2025, claiming that “Turtle WoW’s unauthorized servers harm the player experience in several ways.” Blizzard alleged deliberate attempts to fragment the community and cause confusion with its public social media presence and the promotion of its products. A short while later, Turtle WoW’s owners responded with an open letter begging Blizzard to “embrace fan-driven content as its own legacy” and consider “a formal ecosystem for licensing fan-run community servers.”

    The group first began operating in 2018, and while it does not charge for access, it does accept direct donations via its website. Many of its servers include specific mods and custom-made content, with its most recent being Mysteries of Azeroth, “A fan-made expansion story for World of Warcraft Vanilla that delves deeper into exploring the original lore of the game.” At the time of the initial lawsuit, it was also planning to release Unreal Engine 5 remake Turtle WoW 2.0, but development on this was halted at the end of 2025.

    This week’s court ruling, signed by United States District Judge Stephen V. Wilson, enters judgment in favor of Blizzard on its main seven causes of action. It orders the defendant and all persons acting under their direction or control to “immediately and permanently cease and desist” all development, maintaining, distribution, marketing, and promoting of any private or emulated servers, modded client software, or ‘remastered’ game clients, “including but not limited to Turtle WoW.”

    The ruling also prevents the defendants from providing any of the Turtle WoW client software, source code, promotional materials, or social media accounts to a third party, “including for the purpose of enabling or facilitating the creation or promotion of a Turtle WoW ‘successor.'” The permanent injunction also extends to “any company or entity that the defendant owns or controls in the future.”

    Ruling from the District Court of California:

    The court places no limit on “the right of the parties to seek relief including, without limitation, damages for any and all infringements of any intellectual property rights or for violation of the anti-circumvention provisions of the DMCA occurring after the date of this judgment and permanent injunction.”

    Following the ruling, Blizzard and named defendants Josiah Zimmer and AFKCraft Ltd. advised the court that they had reached a settlement, which will also encompass additional defendants not currently named. While the nature of the terms is confidential, the statement notes that “the settlement is expected to result in a resolution of the action in its entirety,” and adds that Blizzard expects “it will file a stipulation or request for dismissal of the action in its entirety” by the requested 60-day deadline of Monday June 8, 2026.

    The nature of this settlement isn’t public, but given that the court ruling has landed unanimously in Blizzard’s favor, it seems likely that Blizzard will simply be pursuing a full shut down and handover of assets in return for not pressing for more severe penalties against the owners of Turtle WoW. There is always the slimmest possibility that their discussions could lead to some kind of other agreement that brought the studio in-house, but I certainly wouldn’t hold your breath for it.

    At the time of writing, the Turtle WoW website remains live, although donations have been disabled. There has been no statement made, but the forums are naturally lighting up with a discussion of the ruling. I have reached out to Blizzard for comment, and will update this story with any response I receive.
